Commission authorizes publication of Permanent Fund ordinance summary
Summary

The Torrance County Commission voted Nov. 12 to publish the title and general summary of a proposed Permanent Fund ordinance. County Manager Jordan Barela introduced the measure and Rob Burpo explained the difference between a permanent fund and a reserve fund: the permanent fund’s principal cannot be spent without public approval, which is intended to safeguard long-term fiscal sustainability.
Commissioners agreed on the need for public education ahead of any final vote. Chairman Ryan Schwebach asked staff to ensure clear outreach, and Commissioner Kevin McCall asked for a detailed pros-and-cons analysis to be provided to the public before further action. The motion to publish the title and summary passed unanimously.
The publication of a title and summary is a procedural step that allows the county to notify residents and begin public review; it does not itself adopt the fund or change county spending authority.
