Torrance County moves forward on $14–15 million administrative building design

Commissioner Kevin McCall pressed the design team to stay on budget and reduce contingency costs, while Commissioner Linda Jaramillo focused on square footage calculations per department and future storage needs. Chairman Ryan Schwebach directed that the design align with projected county operations.
The update included a warning about schedule sensitivity: the design completion timeline is tied to procurement sequencing. Commissioners acknowledged recent improvements in project communication with Wilson and Company after earlier difficulties and urged continued responsiveness from the consultant to keep the project on track.
Next steps described by staff include completing final designs by mid-March 2026 and considering value-engineering options to reduce overall cost risks. No formal motion to alter the project budget was taken at the Nov. 12 meeting.
