Council advances seal‑coating contract authorizing Reclamite; environmental questions raised

Fairview Park’s finance committee voted unanimously to move Ordinance 26‑23 to second and third readings, a step that clears the way for a contract with PavementTech to apply an asphalt rejuvenator called Reclamite on roadways resurfaced in 2023–2025.

Engineer Kim Kerber, who presented the item, described the material as "an asphalt rejuvenating agent" that is applied one to three years after resurfacing to seal surfaces and "add[s] some asphalt back into the agent, makes it black again" and can extend pavement life. She told the committee the product generally requires about "3 to 4 hours" of dry time and should not be applied when temperatures are below 50 degrees or when it is raining.

Councilwoman Mann pressed for environmental information, saying, "I have some concerns about the environmental impacts of these products," and asked staff to investigate whether contractors locally offer biodegradable, plant‑based sealants. Councilman Blanton noted that PavementTech’s website lists bio‑based options and suggested staff follow up on that as a future alternative. Kerber said the city would look into vendor options but that the chosen product was on a schedule that required timely procurement this year.

During roll call on the motion to advance the ordinance, the committee recorded a 7–0 vote to place Ordinance 26‑23 on second and subsequent third reading.

The ordinance now proceeds to the next legislative meeting for a final vote schedule and any additional public comment or amendments.
