City accepts easement and waives tapping fee to provide redundant water feed to Regency Hospital

Service Director Joe Shaw explained that the Alexis Road and Stewart Road waterline replacement will add a redundant feed to Regency Hospital so the facility will be supplied from two directions rather than a single main. Shaw said the administration negotiated an easement with landowner Ross Ramsdell that will route the main through the southern boundary of his property.
In return, Ramsdell requested a waiver of a $2,500 tapping fee for a future 1‑inch domestic service, which administration recommended as part of the easement arrangement. Council passed ordinance 41‑2026 as an emergency measure to accept the easement and dedicate it for public purposes.
Shaw said the work increases emergency redundancy for the hospital’s water supply and that the project is part of the city’s multiyear program of utility improvements.
