Council approves small net change order for downtown transportation phase 1; hires construction manager for phase 2

Service Director Joe Shaw told council the Phase 1 change order rebalances pay items and results in a net $162.75 contract increase; he said roughly $145,000 was reallocated across items and a final change order will come in spring. "This also allows us to pay our contractor to do some different pay items that weren't in the job and balance this out," Shaw said.
Council then considered Phase 2 construction-management services. Shaw said the administration received one responsive letter of interest from American StructurePoint and negotiated a scope and fee proposal for $244,764. Council approved ordinances 38‑2026 and 39‑2026 as emergency measures by voice vote.
