Developer seeks temporary stormwater fee relief as Clarksville Plaza redevelopment adds tenants

Kenny Shell, the private developer who purchased and is redeveloping Clarksville Plaza, presented the council with an update on leasing and asked for temporary relief of monthly stormwater charges while the property builds occupancy.
"We invested so far about $2,000,000 into the property ... and I asked Tammy a while back ... the wastewater charges ... we're gonna charge like $1,300 month until we get some active leases on it. I was hoping we could get some relief from those," Shell said. He described new tenants signed or under negotiation, a 55,000‑square‑foot entertainment concept he expects to invest about $2,000,000 in, and estimated total improvements along Lewis & Clark Parkway could reach roughly $10,000,000 once tenants and build‑outs are complete.
Redevelopment staff and council members thanked Shell for the investment and said they would consider his request and follow up outside the meeting; no formal fee waiver was granted at the session.
