Council approves easement to Duke Energy, moves May meeting, establishes ERA and ratifies temporary firefighter CBA amendment
Summary

Item 7.1: the council approved a permanent easement to Duke Energy along an unimproved section of Kenwood Drive and along Krogan Drive to install above‑ground and buried electric lines to serve the Vista/Origin Park Event Center and to maintain lighting on Krogan Drive. The motion to approve the easement carried with one member opposed (recorded as a 5–1 tally).
Item 7.2: because the Clark County Elections Board needs the meeting room for polling on May 5, the council voted 6–0 to cancel the May 5 council meeting and hold the meeting on Tuesday, May 12 instead.
Item 7.3: the council unanimously (6–0) approved Resolution 2026 R‑4 to establish an Economic Revitalization Area (ERA) to allow CBT Holding Company, LLC to pursue a property‑tax abatement for a new 31,000‑square‑foot steel building at 2709 Blakiston Mill Road; staff said a public hearing and a confirming resolution would follow, and then an SB‑1 abatement application could be presented once construction is complete and assessed value placed on the property.
Item 7.4: the council ratified a temporary amendment to the collective bargaining agreement with the firefighters that would temporarily revert minimum on‑duty staffing to 11 firefighters per shift (down from a planned increase to 13) to give operational and financial flexibility and reduce overtime; the amendment carries scheduled financial reporting and an expiration at the end of the year unless both parties agree to extend it. The vote was 6–0.
