Pamela J. Spaulding, Clerk of the Planning Commission, read the statutory list of recipients that must receive copies of by-law notices, stating that the notices should go to "the chair of the planning commission of each abutting municipality, the executive director of the regional planning commission, the Department of Housing and Community Development with the Agency of Commerce and Community Development." The commission agreed copies should also be sent to Selectboard members so the 15-day warning window would be met.
Because the legal 15-day notice window required sending the Vermont Journal notice this Friday, William Goodwin, Zoning Administrator, volunteered to send the required mailings and to notify the Vermont Journal. The commission recorded the decision to proceed with immediate notification to satisfy statutory timing requirements.
