Firehouse kitchen incubator drawings ready; EDA legal review holding up bid release

Alan told the board the firehouse kitchen incubator project’s drawings and manuals (95 engineering pages) are complete and ready to go to bidders, but a legal review at the Economic Development Agency is delaying the release because of language alignment issues. "The EDA is not frozen. It's just gonna take a long time for their legal departments to eliminate any DEI in all the legal documents," he said.
Alan said he and colleagues have reviewed drawings in detail to reduce change orders and value-engineer the work; contractors often charge for small adjustments, he said, and careful pre-bid review can save money. He listed three bid packages—kitchen equipment, freezers/coolers (which can be peeled off if necessary), and a general contractor—and said project staff have cleared internal access and moved items in the building to make the site accessible to bidders. He estimated extra steel could add roughly $100,000–$150,000 to cost but called that affordable within the project's scope.
Alan said once the EDA legal hold is cleared, staff will proceed to advertise the packages and accept bids.
