Justin summarized changes to the General Municipal Law that require IDAs to add childcare-related questions to their uniform tax exemption policy (UTEP) and application. “The general municipal law was amended on Christmas Eve, through the governor's signature on a bill that requires IDAs to include childcare issues and questions within their UTEP,” Justin said, adding that the amendment took effect immediately.
Justin advised an administrative approach: update the application to include the new questions now (an easy step) but postpone adopting an amended UTEP until after the legislature and governor finalize additional language, likely in May–July. Justin offered to work with staff to adjust the application and noted boards can treat childcare as a public-benefit enhancement when negotiating benefits with developers.
