Momentum fund consultant refining scope, costs and MBE/WBE projections for Empire State Development submission

Committee member (S3) told the board the city retained consultants Lowland and Baptiste and that Dr. Carol Samo has been working on refining infrastructure project costs, scopes and scheduling related to the Momentum fund. “They are working studiously…and they have a very short phase 1 scope…so it should be in the next month or so,” S3 said.
S3 said the consultant work will produce the actual budget and projections of MBE/WBE expenses needed for the initial submission to Empire State Development; the staff plan to present a report and receive board feedback before final submission.
