Council hears sidewalk maintenance update: 99 shaving repairs avoided ~$30,000 in replacement costs

Village administrator Miss Lofton told the council the Zone 1 sidewalk maintenance program completed 99 sidewalk shaving repairs that restored about 2,500 square feet of sidewalk and avoided roughly $30,000 in replacement costs. She said the village budgeted $25,000 for the program and described two alternates for where to spend the money in Zone 2.
"99 sidewalk shaving repairs were made, which restored about 2,500 square feet of sidewalk," Miss Lofton said, noting that if those panels had been replaced the cost would have been in the "$30,000 range." She proposed diverting work from the Plain City library area — which staff and council say is scheduled for a streetscape in three to five years — and instead replacing significant panels on South Chillicothe Street and filling gaps on West Avenue because those locations are both heavily trafficked and in worse condition.
Council members questioned the budget and communications with residents. One council member said the shaving work cost about $8,200 and that the proposed package would bring the total to approximately the $25,000 annual allocation. Miss Lofton said the contractor is local and mobilizes quickly and that while crews are in Zone 2 they will assess Zone 3 to inform any budget requests for the next fiscal period. She also committed to contacting affected property owners about construction options — including brick where property owners have chosen that material in the past.
Council did not take a final formal vote to reallocate additional funds during the meeting; staff said they will return with an updated budget request if needed. The item remains a staff-directed implementation decision unless council moves to amend the capital budget at a future meeting.
