Traffic study finds 60 peak-hour trips, no turn lanes warranted for proposed service garage

Engineers from American StructurePoint presented the city’s traffic impact study and concluded the proposed service garage would not materially change intersection capacity under the study’s assumptions.
Anthony Pizzinelli and Ben Morgan said the study followed Ohio Department of Transportation guidelines and estimated the site would produce about 60 peak-hour trips — defined as 30 vehicles entering and 30 exiting during the peak hour. Ben Morgan said those additional trips did not warrant adding turn lanes at the site drive and that overall levels of service at studied intersections would remain consistent. "We estimated, given that there's no land use code ... based on the number of service vehicles, we had developed the peak hour trip generation, which is 60 peak trips," Morgan said.
Council members asked about comparators (noise and service-garage traffic patterns) and whether peak-hour averaging hides high short-term events — consultants said the study reports hourly averages and that equipment back-up beepers can spike momentarily but do not materially change hourly averages.
What this means: the traffic analysis does not predict major roadway improvements but does not substitute for final design and staging plans; council asked for continued coordination with ODOT and final site plan analysis during engineering design.
