Board approves one-year permit for storage-container rental site but urges drainage plan

The Preble County Board of Zoning Appeals granted a one-year approval on May 26 for a proposed storage-rental operation using shipping containers at 5400 US 35 West in Jackson Township, subject to coordination on drainage and flood-plain issues.
Applicant Lysle McMechan described plans to place up to 40 containers in a concealed field behind his home, cover them with a gabled roof and provide gravel access, with no electric or heat to the units. McMechan said he would initially install 15–20 units and would not allow overnight entry; hours would be roughly 9 a.m.–8 p.m. “I’m gonna start out- I wanna do, probably 15 or 20, and if it works out all right, then I’d like to add a total of 40,” he said. County staff and Jackson Township Trustee Brandon Monebrake raised concerns about drainage, plugged tiles and alleyway access for commercial use; Brad Kramer asked for a professional drainage plan and cautioned against building in the FEMA flood plain. The board voted to approve Case 5767 under Section 816.03 for one year and instructed the applicant to work with the County Engineer and trustees on drainage and access.
The board’s approval requires the applicant to supply a drainage plan and satisfy any building-inspector conditions and county engineering requirements before full implementation.
