Board renews permit for landscaping and occasional topsoil screening with neighbor coordination

The Preble County Board of Zoning Appeals renewed a Temporary Use Permit on May 26 allowing Arlin and Elizabeth Filbrun to run a landscaping business with occasional topsoil screening at 4150 New Market-Banta Road in Twin Township.
Applicant Arlin Filbrun acknowledged that screening can be noisy and said he has worked with neighbor Pam Apple to coordinate screening events, planning to limit screening to once or twice per year and to do concentrated work during daytime hours (around noon to 5 p.m.). “We’re gonna try to limit it to do it like once a year, or twice a year,” Filbrun said. The board approved Case 5762 under Section 816.03(O) for two years.
Board members noted the applicant’s effort to communicate with neighbors and approved the renewal with the expectation the applicant will follow through on coordination.
