Council supported adding non‑general‑fund positions (utility and drainage-funded equipment operators) and agreed to include a parks assistant director and a kennel technician (city‑funded ongoing position estimated at about $61K) after staff confirmed operational need. The police quartermaster position (full‑time) and three part-time recreation leader positions were also approved for budgeting. Council extended a contract recruiter on a temporary basis through March (one-time funding to be identified) with a midyear review to determine whether the position should be made permanent. For community events, council allocated $75,000 for Founders Day and asked event staff to return with use plans. Council balanced these additions against available ongoing capacity and modest increases in assumed sustainable interest income.
