Senate adopts amendment clarifying uniform agency rules; SF2463 passes

Senator Bussello (Polk) introduced Senate File 2463 as a measure “regarding in putting in place uniform rules on agency procedure.” He described a comprehensive amendment that clarifies applicability to agencies with existing rules, rescinds outdated provisions and corrects references in the administrative code. "Senate file 2463 is the bill regarding in putting in place uniform rules on agency procedure," he said in opening remarks.
Senator Winkler (Scott) asked procedural questions about the amendment’s role and welcomed a new side-by-side comparison feature so the Administrative Rules Review Committee can see original and changed language. "The piece that I'm extremely happy for ... is the fact that we in the administrative rules review committee will be able to see what the administrative rule was and what the changes are," Winkler said. The sponsor moved adoption of Senate amendment 51-71; the amendment was adopted by voice and the amended bill was read for final passage. The roll-call vote recorded 30 ayes and 15 nays, and the bill was declared passed.
