Council approves design contract for Heath Ditch improvements, allocates $40,650

Public Service described a two‑part Heath Ditch project: maintenance of a deteriorating concrete channel and ADA/walkway improvements to a popular cut‑through near Olander Park. Barnes said the project would widen a narrow path from about 3.5 to 5 feet, replace stairs with ramp access and address a timber retaining wall.
He added that portions of the Heath Ditch work fall inside the 10‑Mile Creek petition ditch and could be credited against charges in that petition. The administration recommended awarding professional surveying and engineering services to OHM Advisors; council introduced and approved ordinance 16‑2026 as an emergency measure to appropriate up to $40,650 for the contract. Barnes said design would be completed in 2026 with construction anticipated in 2027.
