Barnes said the study, conducted with the Lucas County Engineer's office and in compliance with ODOT standards, found "approximately 7,300 cars a day" on the segment and produced an engineering result of 46 mph at the 85th percentile; council lowered the posted limit to 45 mph to align with enforcement and engineering judgment.
Council approved ordinance 15‑2026 as an emergency measure and thanked the Lucas County Engineer for coordinating to avoid mixed jurisdiction speed limits along the corridor. The change is intended to improve safety and align limits across adjacent county and city jurisdictional sections.
