Planning staff Barb Williams said she did not have a direct code citation at the meeting but offered to look it up and add a condition requiring follow-up if reseeding fails. Applicant James Hammond said the state SWIP plan requires a growth percentage over two years and that the city engineer would administer that requirement. "So that would be part of the state SWIP requirements that the city engineer would administer," Hammond said. Staff committed to clarifying enforcement language and to adding a reseeding/erosion follow-up condition if the board wants it written into the approval.
