Wadsworth City Council reviewed a draft resolution on July 7 that sets out services the city would provide if a petition by Wall Road Development is approved to annex 94.2835 acres from Wadsworth Township. The draft, prepared under Division (C) of R.C. 709.023, lists public safety, water, electric, telecommunications (CityLink), sanitary sewer, solid waste, street maintenance, stormwater controls and a required traffic impact study as services the city would provide upon annexation.
The resolution also includes a precaution for land-use compatibility: "If the territory proposed for annexation ... becomes subject to zoning by the City of Wadsworth and that municipal zoning permits uses in the annexed territory that the City of Wadsworth determines are clearly incompatible ... the legislative authority of the City of Wadsworth will require ... the owner of the annexed territory to provide a buffer separating the use of the annexed territory and the adjacent land remaining within Wadsworth Township." The draft defines "buffer" to include open space, landscaping, fences, walls, structured elements and street or pedestrian rights-of-way.
The resolution cites the statutory timeline in R.C. 709.023 requiring the legislative authority to state what services will be provided and an approximate date for providing them. It further notes some services (water, electric, telecommunications) may require on-site or off-site infrastructure installation and that developers typically bear those installation costs. The draft was presented to the Committee of the Whole/Finance for review; it also records prior discussion at planning and council work sessions earlier in 2026.
