Planning staff recommends CHOP special permit go to council after supportive public hearing

Planning director Carol Samuel told the Committee of the Whole that the planning commission recommended approval of a special permit for CHOP at 200 North Water Street and that a recent public hearing included 12 speakers in favor. The proposal would reconfigure the facility, raising average daily occupancy from 24 to 28 and establishing a maximum occupancy of 38. Samuel said CHOP submitted a required safety and police report and staff recommended placing the matter on the Feb. 10 Common Council agenda for a vote.
Council members discussed police-call figures and emphasized context: emergency-service calls include medical and fire responses, not solely criminal incidents. One council member noted calls had declined and some calls were attributable to neighboring businesses. Several council members praised CHOP’s proposed design and service improvements and indicated support for moving the item forward to a resolution vote.
