"Most recently, I think it was back in it was October of last year for the reconstruction of C Street and that definitive, subdivision submission," project manager Andrew Steiner said while describing three potential buildings and a landbanked parking concept. He told the board the site was historically part of the larger Saint‑Gobain campus and that the plan reduces overall impervious area by roughly 2,500 square feet with underground stormwater treatment proposed to improve quality and recharge.
Staff emphasized that the preliminary plan is a framework: Michelle Smith noted staff requests for ANR submissions to create frontage, additional test pit and soil characterization data for stormwater systems, easement and ownership detail for a required dedication area tied to a memorandum with the historic commission and Massachusetts Historical Commission, covered or interior bicycle parking, rooftop screening for mechanicals, and consideration of electrification infrastructure for potential fleet uses. The board and applicant agreed to clarify front‑end language to reflect the exploratory nature of the preliminary approval and struck condition 'o'; the motion to approve passed 4–0.
