Wetlands and protected‑species reviews to guide any future Snyder development

Staff told the board that the Snyder parcels include areas of wetlands and flood hazard, and that the proposed map amendment increases conservation to account for those constraints. The presentation explained that wetlands and special flood hazard areas are included in the conservation designation under the comprehensive plan.
"During the wetland review, they will be required to provide a wetland delineation, maps that will be further reviewed," staff said, adding that any proposed mitigation must undergo rigorous review and receive approvals from external agencies. Staff and board members mentioned potential protected species by example — gopher tortoises, sand skinks and bald eagles — and said environmental studies during the development‑permit process will identify required mitigation or avoidance measures.
The board was told the site will not be in an airport buffer and that the city and county emergency services are positioned within a few miles to serve the area. The environmental findings and any mitigation requirements will be evaluated during subsequent permitting and could affect the scope of future development.
