Staff explained prior work to segregate single‑family, multifamily and mobile home categories had been undermined by Senate Bill 180. "Senate bill 180 came back in and kind of cut our legs out from under us on that," a staff member said, describing limits on local zoning refinements. The staffer said the city will revisit code changes when state law permits.
Board members also noted that once zoning is set, property owners retain substantial rights about what they build within that zoning; the board’s recommendation was therefore framed as guidance to the commission rather than a final approval of any specific development plan.
