Dillon Urban Renewal Authority approves 2026 budget amendment cutting $480,000 in projected revenue

The Dillon Urban Renewal Authority approved a resolution amending its 2026 budget, reducing projected revenues by $480,000 and trimming expenditures by $57,000, the authority said during a brief public hearing that opened at 07:33 and closed at 07:35.

Carrie McDonnell, the authority's finance and management consultant, told commissioners this is not a supplemental appropriation but an across-the-board amendment. She said the ending fund balance after the changes is $245,969 and that "there's really no way to do any additional projects at this time." McDonnell added that additional revenue is expected in 2027 and staff will post a narrative on the town website explaining the amendments.

McDonnell summarized the key changes: "It's a reduction in revenues of 480,000 and a reduction in expenditures of 57,000," a statement recorded in the staff presentation.

After the presentation and a short period for public comment (no speakers), a motion to approve Dillon Urban Renewal Authority Resolution No. 05-26 (series of 2026) was moved and seconded. The roll-call vote recorded "Yes" from Commissioner Richard, Oliver, White, Hendrix, Tine and Orano, and Chair Samuel; the resolution was approved unanimously.

The staff follow-up is to publish the narrative describing the changes on the town website and to monitor revenue in 2027 to determine whether additional projects can be funded.
