Planning Commission staff recommended the rezoning based on a site analysis: the three lots collectively total about 2.774 acres, front College Street, and have constrained lot depths and limited connectivity to the adjacent single-family subdivision. Staff noted that constructing a fee-simple subdivision would likely require at least 500 linear feet of new sewer infrastructure to connect to the sanitary main on the south side of College Street, making standard subdivision improvements cost-prohibitive. The application materials from applicant Evan Gasser / Gasser Builders state a concept plan for a private drive, turnaround, utilities, and up to 15 residential units (primarily duplexes).
