Council adopts annexation resolution but emergency clause fails after roll-call dispute

Council considered Resolution No. 26-09, which describes services the City would provide and references buffer requirements if the annexed territory's uses later proved incompatible with adjacent township zoning. Proudfoot said he would review the applicable statutory provisions and county procedures to determine whether the annexation timeline was affected. Roll-call tallies recorded in the minutes show mixed procedural votes: at one point the emergency-clause motion failed (requiring two-thirds), while the underlying resolution was declared adopted without that clause.
