Committee pauses ordinance on yard parking after code-interpretation questions and photo review

Safety Director Dan Chafin told the Committee the proposed amendments to Ordinance 152.033 (parked vehicles on yards) were removed from the Committee of the Whole agenda because staff discovered interpretation mismatches between the municipal parking ordinance and the property-maintenance code. Chafin said the Code Enforcement Officer began driving neighborhood routes to photograph backyard parking and other visible situations to present concrete examples to the Committee before any ordinance language is advanced.

Council Member Jeanne Hines described a specific case where a resident kept an enclosed trailer behind a shed on a cul-de-sac and maintained landscaping around it; neighbors viewed the trailer from the street as an eyesore yet the property was otherwise well-kept. Chafin said some photographed cases are plainly problematic (long-term unmaintained yards and junk visible from the street) and merit regulatory attention, while other cases will require nuance and potential allowances. He told the Committee he supported additional field documentation before returning ordinance language to the Committee of the Whole.
