Committee hears update on lead-service verification as EPA 2027 deadline nears

The Public Service Committee was told June 9 that Phase II of the city's Lead Service Verification Project will complete verification of all service lines for an Environmental Protection Agency report due in 2027. City Engineer Glenn Davis said the verification work uses three methods: in-home basement inspections, record review and targeted excavation where access or records are lacking.
Davis described the remaining work as those lines that could not be verified without physically exposing the pipe. Director Matt Hiscock told the committee that residents had received required EPA language in mailings and that some house-holders misread the notices: "At no point in time did the letter state that the water could not be used," Hiscock said. Committee members discussed financing and scheduling: Davis said the city was beginning to budget for a roughly 10-year replacement program with an anticipated 2037 horizon and that the city would try to coordinate replacements with street-improvement projects to avoid digging the same pavement twice.
