The Sylvania finance committee voted Feb. 2 to ask administration to amend draft Community Reinvestment Area (CRA) legislation to include the Rite Aid parcel, the Crossroads Church property and the adjacent Summer Place neighborhood near Centennial and Little Road. Committee Chair Mary Westfall said the group wanted to review boundaries and ‘‘consider the boundaries a little bit more’’ after an initial November discussion.
Patrick Richardson moved to amend the legislation and Marcus Hansen seconded; the motion carried on a voice vote. Administration staff told the committee that because this is a post‑1994 CRA, the city can amend the CRA territory an unlimited number of times and that only two homeowners so far have used the homeowner CRA benefit for remodeling—a savings calculation from the auditor is pending and will inform whether to include additional residential parcels.
Why it matters: the CRA would offer tax exemptions designed to spur redevelopment in the Centennial/Little Road area; staff confirmed that section 4 of the draft governs exemption percentage and term length and that the Housing Council provisions in section 7 set the advisory body’s membership and responsibilities. Councilmembers asked administration to prepare the amended map and to monitor the auditor’s analysis before expanding the area further.
