Becky Reimer moved to approve the batch and the release; Terry Scott seconded and the motion passed unanimously.
The board recessed into executive session at 9:28 a.m. to consult with the county's attorney on matters the commissioners described as privileged under Kansas law; the executive session was subsequently extended multiple times and included County Administrator Kevin Frymire, Shannon Kingsley and Counselor Jantz among those present. The board reconvened in open session and took the formal vote to approve the warrants. Commissioners did not disclose details of the legal discussion in open session, but they recorded the times of recess and return in the meeting minutes.
