Lilburn to transmit draft Comprehensive Plan amendment to state for review

City Planner Matt Ferreira and City Manager Jenny Simpkins told Council the Public Hearing Item on the regular meeting agenda is a formal procedural step to transmit the City of Lilburn's draft Comprehensive Plan Amendment to the Georgia Department of Community Affairs (DCA) and the Atlanta Regional Commission (ARC) for state review and does not constitute final adoption.
"The draft plan has been available online and was developed over an extended period through quarterly meetings," Matt Ferreira said. Planning Director Reid Turner added that after the state review period the plan will return to the Planning Commission and Council through additional public hearings and that changes may yet be made in response to public comment.
Council members were informed this transmission starts the state review timeline; staff did not present final adoption materials and emphasized that the document remains draft until the review and additional hearings are complete.
