County to study permanent stage at Rob Wallace Park with Midland; town to reimburse engineering under county umbrella

County staff presented initial work to explore a permanent stage at Rob Wallace Park in cooperation with the town of Midland and asked the board to authorize preliminary engineering and cost estimation under a county-administered contract.
Kyle Billifer said county staff met with Midland leadership and proposed that the county execute an engineering contract (county to hold the contract; the town would reimburse the county for invoiced amounts) to deliver schematic-level civil and structural analysis, stormwater impact assessment and cost opinions. He emphasized no construction would proceed without appropriate agreements and clarified staff would not move forward with construction until maintenance, insurance and other responsibilities are formalized in a memorandum of understanding.
Commissioners asked staff to confirm the project would not interfere with phased master-plan work at Rob Wallace Park. Billifer said the proposed stage would not affect immediate future phases but that larger future construction on the bluff or quarry side could change event logistics. Staff will return with an engineering scope, cost estimate and a draft MOU for the town of Midland if the board supports advancing the study.
