OHS staff responded that Metro currently covers most HMIS/CE staffing costs and that the $300,000 in question is primarily for software; staff also said the Metro budget already includes the funding through October 2027.
Members suggested remedies including a memorandum of understanding or a council resolution to preserve reporting and oversight even if the funding source shifts to Metro. Legal staff cautioned against making votes conditional on obtaining an MOU under the compressed timeline. The debate continued as the council balanced the risk of cutting provider funding against the urgency of meeting HUD's notification deadline.
