HPC approves PEC rankings for HUD CoC NOFOs after fraught debate over process and funding

"Our recommendation is that you submit a ranking to HUD for the YHDP funds, with OASIS listed number 1 and Launchpad listed number 2," Dietz said, noting Oasis scored 98.5 to Launchpad's 97.5 in the PEC's scoring.
Dietz told the council the committee worked rapidly after three HUD NOFOs were released within weeks and that the PEC sought to protect permanent supportive housing while navigating unfamiliar and more subjective HUD criteria. Members pressed for alternatives, asking whether HMIS and coordinated entry (CE) funding could be added back into the ranking or whether the $300,000 software cost could be split from other new projects. Council members repeatedly raised the risk of missing the HUD notification deadline: as one member noted, "we're applying for almost $15,000,000. That would be completely catastrophic."
After debate and clarifying remarks from OHS staff that Metro currently covers most staffing costs and that the $300,000 would be a software/line-item expense, a motion to approve the PEC rankings as presented was made, seconded, and carried by voice/hand vote. The HPC instructed staff to notify applicants of their preliminary ranking by the HUD deadline and to pursue follow-up steps to preserve oversight where possible.
