Council approves environmental site assessment, opioid‑abatement grant application, and ratifies wellness/education agreement

The council approved a proposal for a Phase I Environmental Site Assessment (ESA) to cover right‑of‑way along 221st Street South for the Heartland Industrial Park roadway and utilities; the ESA will be funded with grant money. The motion to approve the Phase I ESA was made by Councilmember Judd Johns and seconded by Councilmember Frank Groom and passed by roll call.
Council also adopted Resolution R1467‑030226 authorizing the city to apply for funding through the Oklahoma opioid‑abatement grant program and to partner with Bristow public schools on programming. Separately, the council ratified an agreement between the City of Bristow, OSU Community Wellness Program (OSU CWP) and Creek County Environmental Education Program (C2E2) with an effective term listed in the minutes as Oct. 15, 2026–Oct. 15, 2028. The ratification motion passed on roll call.
Council additionally approved a year‑to‑year agreement with Spayfirst, a 501(c)(3) nonprofit, to provide veterinarian services for the animal shelter; the agreement specifies Spayfirst will operate on male dogs and charge the city $50 per dog.
