Council clears concept for downtown pavilion outreach as DART grant clock ticks

The design is conceptual — not final — and staff said the goal is to test community acceptance and collect priorities for amenities and aesthetics.
Christophe presented the concept and said, "This is, basically a release from council, if you're comfortable, for us to start the public engagement process." The council emphasized that the pavilion must be multi‑use — able to host farmers markets, concerts, civic events and occasional athletic activities — and that a short, single survey be used to collect consistent public input before detailed design begins.
Designer and downtown resident Shelby Coleman urged broad community involvement and flexible programming, saying, "Downtown Rowlett is a clean slate," and arguing the final design should create a distinctive identity to benefit local businesses. Council members discussed amenities to include on the public survey (restrooms, lighting, electrical capacity, seasonal ice rink, sports surfaces and vendor spaces) and confirmed staff will aim to complete public engagement early enough to meet FY27 DART funding timelines.
Council directed staff to coordinate outreach with property owners, the chamber and the emerging downtown advisory board, and to consider a design‑build procurement approach if the concept is accepted by the public.
