Board asks staff to add tobacco license dashboard and quarterly reports following regulation changes

The Worcester City Board of Health on Monday asked staff to develop a public dashboard and to include tobacco-license mapping and quarterly reporting in regular updates following this summer’s regulation changes.
Kyle O'Connor, tobacco prevention specialist, told the board that updated tobacco regulations became effective in mid‑July and that one new sales permit was approved under a three‑year grandfather provision. He gave a current inventory: 12 smoking bars, 22 smoke shops and 187 general tobacco retailers (total 221). Staff said retail education visits and youth compliance checks are underway.
Board members, citing public interest and the recent regulatory review, requested a dashboard showing license counts by category, approvals/transfers, violations and geographic clusters so members and the public could track impacts, including potential unintended clustering. Patrick Lowe moved to add mapping and quarterly reports on the tobacco ordinance to the board’s regular reports; the motion carried with board votes recorded as yes from Michael Perrado, Patrick Lowe, Joseph Cohore and the chair.
The board directed staff to coordinate with inspectional services on the mapping and to consider web publication to improve transparency and to assist retailers in understanding restrictions and proximity rules.
