Commission continues hearing on consolidation of business zones after robust public comment

The Mansfield Planning and Zoning Commission on Aug. 3 continued a commission‑initiated zoning map amendment that would consolidate several commercial designations into one Neighborhood Business (NB) zone. Staff said the change is intended to align the zoning map with text amendments adopted earlier and to simplify the nonresidential use table; the proposal does not add properties to business zoning or approve new development.
The public comment period produced numerous questions and concerns about neighborhood character, potential for new driveways on Route 195, and whether the change could make it easier for more intensive commercial uses to locate in village areas. Resident Ed Goldberg asked whether the consolidation "is it gonna be easier for a business... to make an expansion to become a hotel," and staff replied that hotels are not permitted in the proposed Neighborhood Business zone and that any zone change to allow a hotel would require a separate process.
Staff also said the recently effective state housing statute (effective July 1) requires towns to allow 2‑ to 9‑unit housing in certain commercial or mixed zones; the commission said it added guardrails and summary review procedures in response. Commissioners concluded residents would benefit from additional time to study the use‑comparison table and moved to continue the hearing to Tuesday, Sept. 8, 2026 at 6:15 PM (hybrid). The motion to continue was made by Ron Ward and seconded by Commissioner DeVivo; it passed unanimously.
