Planning Commission approves coffee shop at Kirby Mill with conditions

The Mansfield Planning and Zoning Commission on Aug. 3 voted unanimously to approve a modification to the existing special use permit for Kirby Mill (114 Mansfield Hollow Road) that allows a co‑located coffee shop within the mill's approved wine tasting room.
Planning staff had told the commission the proposal would be limited to the sale of coffee, tea and other nonalcoholic beverages and light pre‑prepared foods; no changes to building footprint, seating, occupancy, parking or other site improvements were proposed. The approved hours are 6:30 a.m.–8:00 p.m. Monday through Saturday and 8:00 a.m.–5:00 p.m. on Sunday.
Salvatore Sam Shiffrin, who identified himself as one of the property owners, described the request as a modest addition that would support the mill's continued use and help sustain on‑site tenants. "We're the stewards of the mill... we've been doing that for 30 years," he said, asking the commission to approve the limited change.
The motion to approve the modification was moved by Commissioner DeVivo and seconded by Commissioner Ward; the motion passed unanimously. The approval ties the coffee shop to the applicant's submitted operational plan and includes the condition that any future modification materially increasing intensity or altering operations must return to the commission.
The decision follows a public hearing that produced multiple supportive comments from nearby residents and studio owners who said the coffee shop would serve families and visitors without altering the mill's character.
