Commission approves vacation of 298th Road to allow Valley Hope building connection

The Atchison City Commission on Aug. 3 approved Ordinance 67-35 to vacate a segment of 298th Road east of North 2nd Street, clearing the way for Valley Hope to connect a new building to its existing property. City manager Mark Westhoff explained the process and said adjacent parcels that abut the right of way will receive the vacated strips while the city will retain easements for existing utilities. "They submitted this application to vacate the right of way," Westhoff said, describing outreach to adjacent landowners and an agreement to provide alternate egress for a nearby daycare.
Westhoff told the commission that The Abbey and Valley Hope had agreed to construct a private drive on the south side of the 1st Steps daycare to bypass 298th Road and preserve emergency access. Commissioners moved, seconded and passed the ordinance by voice vote; the transcript does not include a roll-call tally. The city attorney prepared the ordinance language and staff said utility easements will be maintained in the vacating instrument.
