HRA moves ahead on Donnelly home, seeks Minnesota Housing support for 48-unit Prairie Vista project; board approves two appointments

Jessica Kerwin, representing the Housing and Redevelopment Authority, updated the Stevens County board on several housing initiatives and requested two board appointments. Kerwin said the Chicago project should be ready for sale within weeks, and that a house being moved onto a donated lot in Donnelly is finishing final touches before being marketed; she also said the Prairie Vista Apartments application — a proposed 48-unit income-restricted multifamily project with 1-to-4-bedroom units and rental assistance planned for 24 units — is under review by Minnesota Housing with awards expected in December. "We have an application under review by Minnesota Housing for construction of a 48 unit income restricted, multifamily property...We will find out if we are successful in December," Kerwin said.
Kerwin asked the board to reappoint El Jean Larson for the Donnelly seat and to appoint Melissa Vincenzo Diaz for the Morris seat on the HRA, terms to run from 08/01/2026 through 07/31/2031. The board approved both appointments by voice vote. Kerkin (sic) and other board members discussed the timing of construction: Kerwin noted that if funding is awarded, due diligence and closing with Minnesota Housing will take about a year and construction would likely begin in spring 2028, subject to funding and approvals.
