Staff noted existing parcel/tax systems can record parcel creation dates and parent/child relationships, and commissioners asked staff to verify whether the county's land-parcel system can reliably support per-property tracking.
In the interim the commission agreed to default to the state definition so that the ordinance language aligns with statutory intent while staff evaluates parcel-record options and a tracking method that would make a county-specific approach practical.
