Board approves $5,000 MIPA contract to update C2C economic chapter; opens CIP public review April 1–27

Leanne Harter, Planning and Development Director, asked the board to approve a $5,000, unbudgeted proposal from the Mid-Iowa Planning Alliance (MIPA) to update Chapter 6 (Economic Prosperity) of the Cornerstone to Capstone (C2C) comprehensive plan. Harter said the update will require approximately 90 staff hours and will be facilitated by her department; the board approved the proposal by motion.
Sandra King, Director of External Operations and County Services, presented a timeline for the draft Capital Improvements Plan (CIP) and said public input will be received April 1–27, 2026; King will return to the board on April 28. Communications Assistant Bryce Garman suggested distributing the draft to county libraries; the board concurred. No formal vote was required for setting the public review period beyond agreeing to the outreach approach.
