UN warns Daesh affiliates remain resilient and exploit fragile environments

Farhan summarized a Security Council briefing delivered by Ogolyerin Niaz Berdiyeva of the UN Office of Counter-Terrorism and briefing elements from the Counterterrorism Committee Executive Directorate. He said the speakers told the Council that Daesh affiliates "continue to exploit fragile security environments, notably in the Sahel and Lake Chad Basin" and that propaganda is being used as an operational enabler for recruitment and resource mobilization.
The briefing also highlighted tactical evolution, including increased use and weaponization of unmanned aircraft systems and persistent gaps in addressing links between terrorism and organized crime. Farhan said the Council heard that ISIL-Khorasan remains active in South Asia and that affiliates in the DRC and Mozambique remain resilient despite counterterrorism pressure.
