Ottawa council adopts IDOT grant for NCAT facility, approves transit agreements and staffing amendments

The Ottawa City Council on July 21 adopted a resolution accepting and authorizing a grant agreement with the Illinois Department of Transportation (IDOT) to rehabilitate the North Central Area Transit (NCAT) maintenance facility. The council also adopted a separate resolution authorizing the execution of transit service agreements between the City and multiple entities concerning NCAT transportation services.
Commissioner Wayne E. Eichelkraut Jr. introduced the measures; the record shows the resolutions and agreements were on file for public inspection since July 7, 2026. The council also approved a resolution authorizing 28 amendments to employment agreements for multiple NCAT employees. Each of the NCAT-related resolutions passed by unanimous vote of the council.
