Connie Buchanan of NCICG explained eligibility and program criteria and said the current round is citywide; she added, "no duplexes, townhomes or rentals are allowed due to the rooflines not having a separation." Mayor Robert Hasty closed the hearing at 7:15 p.m.
The council adopted a resolution committing $20,000 in local funds to the grant application and approved a resolution receiving an administration and coordination agreement with NCICG for the program. The council also approved the 2027–2029 Local Administrative Policy and Procedures Manual for the Housing Rehabilitation Plan. All motions were moved and seconded and passed by unanimous vote of the five-member body.
The hearing record and the referenced agreements had been on file for public inspection since July 7, 2026, according to the meeting record. The council did not set further action dates on the record during the meeting.
