Engineer updates council on infrastructure projects and lead service-line inventory; MDH notice template delay may cost city

The council received an engineer's report on Oct. 22, 2025 detailing ongoing capital and utility work. Acting Mayor Lilah Gripne (presenting the engineer update) said CSAH 56 and CSAH 38 improvement work is being closed out and final payments are being processed. The new Main Lift Station is operational and the old lift station has been demolished; demolition of the treatment-plant building is tentatively scheduled for December or January. Work at the Water Treatment Plant and Well No. 6 generators is complete except for installation of the transfer switches, which are pending delivery.
On the Lead Service Line Inventory (LSL), the engineer reported total water services of 1,162 with public-side unknowns of 669 (down from 851 last year), private-side unknowns 303 (down from 528 last year), 3 identified lead lines, and 41 galvanized lines requiring replacement. MDH provided 90 days to complete the inventory and the last day to bill grant time was Oct. 20; MDH had not supplied the required notice template, so staff said the city may need to print and mail notices and bill those costs directly to the city. Another round of grant funding is anticipated next year; the city will continue to collect service-line data when convenient and coordinate with the grant administrator on any budget revisions.
