Board approves draft letter to Councilmember Cook on Bill 1 (2026) amending water-availability policy
Summary

At the May 21 meeting the Maui County Board of Water Supply approved, by a 5-0 vote, a draft comment letter to Councilmember Cook on Bill 1 (2026), which would amend the county's Water Availability Policy on subdivision construction plans.
Chair Inouye-Nohara said the Board had previously voted to draft the letter. Member John Helly prepared the draft; Vice Chair Ekolu Lindsey moved to approve the letter and Member Paele Kiakona seconded. The motion passed with five ayes and no recorded dissents.
Planning Department responses to the Board's questions about the Planning Department's review process for development proposals were distributed but the Planning representative did not attend. The letter will be forwarded to Councilmember Cook as the Board's comments on Bill 1.
Why this matters: the Board's comments will provide the county council with the Department of Water Supply's perspective on proposed changes to the water-availability policy that affect subdivision construction review and potential future development approvals.
